YT-227 Add SPDX licenses generation option into local.conf

Andrii Sosiuk requested to merge yt-277-add-spdx-license-to-release into kirkstone

Prefer to consolidate all necessary changes for local.conf in a single location within the setup-environment script.
Adds the ability to enable SPDX license generation directly within the script.
The feature will be utilized in the CI pipeline with this MR.
