trizeps8plus:phy: Use the RTL8211F driver for the phy

Tobias Kahlki requested to merge fix_tr8p_ethernet into linux-5.15.5-seco

The phy has been replaced by a RTL8211F. Configured the phy to use the correct driver.

Note: We need a way to support both phys (old and new one) in future releases.
