[REFACTOR] Update the tool to make it more flexible

Nicola Sparnacci requested to merge scarthgap_ns/code_refactor into scarthgap

Update the seco-build-configurator to work with a new and more flexible approach. The new approach let the user add new configuration flags only modifying the Yconfig instead of modifying the tool.

Add unit testing with pytest suite.

Add Doxygen documentation automatically created with a pipeline. The output is visible in Deploy > Pages.
