[SOC][MTK] Standardize xml file for

From standard practice, all common URL references are enclosed in a single file, remotes.xml. Since https://git.seco.com/clea-os/layers/seco is already defined there, its duplicate definition in the MTK XML file has been removed. Additionally, the seco-external-mtk reference has also been removed, as it is not used anywhere.
