Draft: [CONFIGURATOR] add setting for chromium

Carlo Ferriolo requested to merge cf/chromium into scarthgap

It has been added the setting to implement the chromium layers through selecting the "Network Settings". The bblayers.conf has been modified to include meta-clang layer.
