[KERNEL] require linux-seco-common.inc in both kernels

Alessandro Pecugi requested to merge ap/require-kernel-inc into scarthgap

Require linux-seco-common.inc file in both kernels (custom/base).

This allows Clea OS to alter the kernel configuration based on, for example, enabled features (e.g. docker).
