[QCOM] update to QLI 1.5

Alessandro Pecugi requested to merge ap/qli-1.5 into scarthgap

Adapt this layer to QLI 1.5.

Main changes:

  • the QCS615 now boots with UEFI (GRUB) and supports the standard Clea OS boot flow
  • some QCS615-specific patches/code removed because no longer necessary
  • removed unnecessary variables from bootloader environment
  • other minor adaptations
