[C26][DT] add regulator for PCIE_REF_CLK_PD

This commit fixes the incorrect behavior of inverting transistor controlling POWERDOWN of PCIe REFCLOCK. It results in AP freeze (and consequent reboot caused by SCU watchdog) at ~60-70C on specific boards. Not reproducible without PCIe devices. Since bootloader already sets refclk generator powerdown to zero, enable boot-on property to avoid spikes on kernel boot.
