[QT5][QT6] Added framework

Added QT5 and QT& frameworks

Can be selected in menuconfig

Tested on E58/D18 in Weston environment and in terminal

QTWebEngine working on 6.7.0 with new docker builder image https://git.seco.com/clea-os/infrastructure/ci-images/-/merge_requests/15

QTWebEngine unsupported on 5.X due to lack of meta-python2 in scarthgap
