[E09][PCIE][REVB] Set pcie30_clk_en as high

  • pcie30_clk_en gpio has a new function in rev-B; now it's connected to the power down of the clk generator 9FGV0241
  • keep a specific pcie revA dtbo with the old gpio configuration
