[MIPI-DSI] Add crtc_standby during DSI enabling as suggested by Rockchip

Yuri Mazzuoli requested to merge seco_5.10.110_DSI_fix_ym into seco_5.10.110

This fix was suggested by Rockchip to solve instability of the DSI interface. This bug was causing the screen to remain black on startup ~1% of the times
