[TRIZEPS8PLUS][BOARD] Add initial support for SOM-Trizeps-VIII-MX8M-Plus

First MR for adding support for SOM-Trizeps-VIII-MX8M-Plus. Only contains stuff that could be configured/enabled with the device tree changes.
Driver changes and related DT changes will be added as separate MRs.
