[DRIVER] pll1443x: apply PLL SSCG in prepare callback

Gianfranco Mariotti requested to merge seco_lf-5.10.y-mx8m_sscg into seco_lf-5.10.y

It is not sure that the PLL will have the set_rate callback performed, so move the SSCG enable routine to the prepare callback.
