[C12][DT] PCIe: fix VREG_BYPASS control

Gianfranco Mariotti requested to merge seco_lf-5.10.y-c12-pcie into seco_lf-5.10.y

The PCIe interface must be configured according to its voltage power supply with the dts parameter vph-supply.
